Keep ME Warm Program
Keep ME Warm Fuel Fund
Funding Source: Maine Community Action Association & Private Funders
Serves Oxford & Androscoggin Counties
- Fuel Fund created to help families stay “warm” for the winter.
- Funds are available through private donations of companies and individuals.
- The funds are forwarded to all Maine CAP agencies to assist families in need.
- Community Concepts uses the funds to assist those families who are not eligible for LIHEAP funds due to factors such as just over the income guidelines.
- Keep ME Warm Funds can also be used for small emergency repairs to heating systems and situations due to loss of heat in their homes.

- Winterization kits are distributed to the CAP agencies.
- CAP agencies are responsible to find the homeowners in need and coordinate volunteer installation, if homeowner is unable to perform themselves.
- This program is only offered during a 2 month period during November & December.
- For the year 2008, we only received enough kits to assist approximately 35 families throughout Oxford & Androscoggin counties.

Community Development Block Grant Program (CDBG)

Serves City of Lewiston Elderly Residents
- Grant program that assists elderly single-family homeowners living within the City of Lewiston to have energy audit completed.
- Once energy audit is completed, Community Concepts acts as the general contractor to provide weatherization installation in the homes.
- Must be 80% or less of median income. Those homeowners that are LIHEAP eligible are automatically eligible for this program.

Home Inspections are a great way to get a detailed look beyond the home’s basics, using an unbiased eye to determine the state of equipment as you enter into the purchase of your new home or your existing home. A home inspector is going to look at all the mechanicals, the foundation, the roof and more; giving you a detailed report on the condition as of the inspection date so you can be sure all is in top working condition.

MSHA Home Rehab and Home Replacement Program
Maine Housing Home Rehabilitation & Home Replacement Program
Funding Source: Maine Housing
Serves Oxford, Androscoggin & Franklin counties
- Must own their property and occupy the residence – if mobile home, then home must be 1978 or newer.
- Must be 80% or less of median income.
- Mobile Homes older than 1978, may qualify for a home replacement.
- Debts not to exceed 41% of monthly income.
- Offers 1% or 0% Deferred Forgivable Loan.
- Minimum payment $25.00, maximum payment $89.00.
- If customer had prior FIX ME or MSHA Home Repair loan they do not qualify for this program.

Home Energy Evaluation Testing
- Why should I have testing done?
- The most important reason is to save money and to assure safety and health! Most of our customers have heat loss and inefficient appliances in their homes without even knowing! We will check your home for proper air exchange and quality, and for proper insulation. With energy savings, customers can make up the cost of the testing and repairs within a short time. We can give you the energy saving figures immediately, so you can determine the best options for you.

- Grant funds utilized to help families with an energy audit & weatherization activities.
- Goal of the program is to reduce the emission of carbon dioxide through fuel heating sources.

Lead Paint Services
Lead Paint Inspection Services
Funding Source: Maine Housing through HUD funded grant
Serves Androscoggin, Cumberland, Franklin, Lincoln, Oxford, Sagadahoc & York Counties
Community Concepts administers a 0% deferred forgivable loan for the Maine State Housing Authority for the abatement of lead paint hazards. Deferred Forgivable Loans can be used for both single-family homes and apartment buildings.
SINGLE FAMILY HOMES AND APARTMENT BUILDINGS MUST HAVE BEEN BUILT PRIOR TO 1978.
The requirements for single-family homes:
- Must have a child under six residing in the home.
- May receive up to $16,000 for lead abatement.
The requirements for apartment buildings:
- Each unit must be at least 2 bedrooms.
- Eligibility is based on tenant income only.
- Landlords may receive up to $10,000 per unit with a maximum of ten units.

CCI performs clearance testing for many Housing Authority’s and individual landlords throughout the State.

CCI can service anyone interested in lead paint services regardless of income. If the client is over the income guidelines for deferred forgivable loan program, we will perform services for a fee or refer to appropriate programs.
Department of Health & Human Services-Daycare Licensing
Department of Health & Human Services-Daycare Licensing
Funding Source: Department of Health & Human Services-Licensing Division
Serves the Entire State of Maine
- CCI has the contract to perform lead inspections for DHHS within their daycare licensing division.
- New daycares that request licensing through DHHS that are older than 1978 buildings are required to have a lead inspection.
- Referrals for these services are made directly to CCI from DHHS.
